you no longer felt able to waive or
postpone the refund. They ask,
therefore, that we will put to you
the suggestion that if it should
hereafter be decided to build those
new barracks in Hong Kong, they
trust they will not be placed in a
worse position financially as
between themselves and the Colony
than if the Cabinet had aproved
